Here's a list of cast members across the 39 episodes. I'll leave it up to the forum members to cross them off one by one....

CAST:
Det. Sgt. Bluey Hills.......LUCKY GRILLS
Det. Gary Dawson.......JOHN DIEDRICH
Sgt. Monica Rourke.......GERDA NICOLSON
Jo Goldman.......VICTORIA QUILTER (eps 1 - 11)

Det. Sgt. Reg Truscott.......TERRY GILL

Debbie Morley.......MERCIA DEAN-JOHNS
Chief Superintendent.......FRED PARSLOW
Insp. Arthur Ferris.......PETER AANENSEN
Assistant Commissioner.......KEN GOODLET - - Not him
Ted Powers.......Garry Meadows - Had the hair for it! but only appeared in one episode (Ep.22. "The Fat Cat")

Interesting trivia - Episode 24. "The Pickup" - I think footage was used for Bargearse from this Episode. Here is the cast list:

Sandra Gibson.......Judy McBurney
George Palmer.......Colin McEwan
Larry Davis.......Gerard Maguire
John Clancy.......Max Gillies
Insp. Frank Lord.......Don Philps
Guitarist.......Hank Johan
Constable.......Leigh Luxmore
Constable.......Bruce Beck

Max Gillies and Colin McEwen appear in the episode (possibilities???)

Still looking into it. These are just thoughts as I trawl my research notes fro a while back....

Another possibility is Don Barker from the last episode (Ep.39). Here is the synopsis:

Ep 39. "Son Of Bluey"

Det. Sgt. Harry White.......Don Barker
Jenny.......Lynette Curran
Doug Stewart.......Gerard Kennedy
Joey Raven.......Serge Lazareff
Rhoda Lewis.......Elspeth Ballantyne
Matron.......Marion Edward
Sister.......Judy Jack
Sgt. Taylor.......Syd Bell
Police photographer.......Keith Halliwell
Doctor.......Laurie Dobson
Reg Truscott.......Terry Gill
Assistant Commissioner.......Ken Goodlet

Synopsis: While investigating some new evidence concerning an old case, Bluey is shot and seriously wounded by the criminals concerned. It becomes a case for the Homicide squad, and Det. Sgt. Harry White takes up the investigation. Not satisfied with progress, Det. Gary Dawson conducts his own investigation, 'Bluey' style, much to the annoyance of Sgt. White. Bluey eventually recovers from his wounds, and the Assistant Commissioner laments that 'another Bluey Hills' has sprung up in the police force - in the form of Det. Dawson.

Notes: Don Barker reprises his Homicide role of Det. Sgt. Harry White.
